Mr. Balgobin currently serves as Senior Research Assistant to the Vice President of the Co-operative Republic of Guyana, where he provides high-level research, policy support, strategic analysis, and advisory services on matters of national importance. His work involves engaging with key stakeholders, conducting in-depth research, and providing evidence-based recommendations that inform decision-making at the highest levels of government.

Academically accomplished, Mr. Balgobin holds both a Master of Business Administration (MBA) and a Master of Philosophy (MPhil) in Business, reflecting a strong foundation in strategic management, organisational leadership, research methodology, and business development.

Beyond his contributions to public service, Mr. Balgobin is an accomplished entrepreneur and business leader with interests in investment, corporate development, business strategy, and enterprise growth. Mohinder Singh is a business consultant, entrepreneur, and technology strategist with more than eighteen years of experience in business management, finance, operations, information technology, and organisational leadership.

His professional background combines formal business education and specialised training in quality management, technology, and process improvement with extensive practical experience in business leadership, operational transformation, technology adoption, corporate governance, and strategic planning.

Mohinder's expertise spans business development, corporate governance, financial systems, digital transformation, software implementation, process automation, and technology strategy. He maintains a strong interest in emerging technologies, artificial intelligence, and innovative business solutions that enhance organisational performance and competitiveness.

Known for his practical and results-oriented approach, Mohinder brings a balanced perspective that combines strategic thinking with real-world implementation. His leadership philosophy is grounded in integrity, accountability, continuous improvement, and long-term value creation.

Mr. Dillion Clarke

Energy & Infrastructure Economist

Dillon Clarke is an energy and infrastructure economist specialising in how countries and firms in emerging economies convert natural resource opportunities and infrastructure investments into broad-based, sustainable growth.

Over the past 17 years he has worked across central banking, development finance, consulting, and advisory roles in Latin America and the Caribbean, giving him a 360-degree view of how policy, markets, and institutions interact. His work focuses on four core themes: economic transformation, sustainable energy transitions, local content and private sector development, and governance of natural resources.

He previously served as an Energy Economist in the Mining, Geothermal and Hydrocarbon Division of the Inter-American Development Bank's Energy Infrastructure Department, and earlier as an Economist in the IDB Country Office in Guyana. Before that, as a Balance of Payments Analyst at the Bank of Guyana, he developed macroeconomic forecasts and external sector analyses used in national budget discussions with the IMF.

In the private sector, Dillon has held senior leadership roles with Ernst & Young in the Caribbean and as Senior Manager in DAI Global's Sustainable Business Group, leading work on governance, ESG, and local content around Guyana's emerging oil and gas sector.

He holds an MSc in International Energy Studies (Energy Economics) from the University of Dundee, a BSc in Economics from the University of Guyana, and a Diploma in Project Management. He is co-author of technical notes published by the Inter-American Development Bank on Guyana's oil opportunity.

Mr. Rennie Leow is an accomplished technology executive and business leader with over two decades of experience in Information and Communications Technology (ICT), cybersecurity, digital transformation, renewable energy technologies, and enterprise infrastructure solutions.

As General Manager of Data Technology Guyana, he has played a pivotal role in advancing innovative, secure, and sustainable technology solutions across Guyana's public and private sectors. Under his leadership, Data Technology has established itself as one of Guyana's leading technology integrators, delivering advanced ICT, cybersecurity, networking, surveillance, renewable energy, and smart infrastructure solutions.

Mr. Leow led the deployment of advanced virtualisation platforms, enterprise-grade IP surveillance systems, long-distance wireless broadband infrastructure, and complex cybersecurity architectures based on the Fortinet Security Fabric framework. He also led the implementation of one of Guyana's first German-engineered commercial grid-tied photovoltaic systems for a major Oil & Gas client.

His commitment to leveraging technology for social and economic development is demonstrated through the successful implementation of Guyana's first Sustainable Digital Smart AI-Powered Classroom, developed in partnership with Humanitarian Mission Guyana Inc., supported by the Greater Guyana Initiative and the Inter-American Development Bank.

As a visionary leader, Mr. Leow continues to guide Data Technology's mission of delivering Smart, Sustainable ICT Solutions that support Guyana's digital transformation journey and contribute to the development of a secure, resilient, and technology-driven economy.
